>>1970 I recognise this image, it's from one of b3ta's poorly-thought-out image challenges; the brief being "the police have been acting like tyrannical stormtroopers lately and have been getting a lot of justified flak in the papers, let's use this as an excuse to revere them like Our Boys in Afghanistan". Thankfully most of the contributors had the sense to treat it ironically, but this guy 'HappyToast' was having none of it and produced about six or seven cringeworthy propaganda pieces.
"Kettling", taking photos and keeping records of people who attend lawful protests, retaining DNA samples of people never charged with a crime in contravention of European law, killing people and getting away with it, serving little real purpose except for crowd control (at which they are heavy handed) being awesome at handing out crime numbers for insurance purposes but never catching any thief in the history of ever.
The only thing the police are actually effective at is stiffing drivers for money. That is to say that the only people they regularly manage to inconvenience aren't even criminals at all, really.

Typical poser behaviour.
