They sometimes do turn out to be wronguns if they are that secretive about their sexuality. But not always.
In days of old, when gays were considered wronguns as well, you also had many closet homosexual celebrities keeping quiet about their personal lives. There was a whole circle of famous homosexual Hollywood film stars during Hollywood's golden age who were trying to keep up false appearances. Rock Hudson was one of them, for example.
This still kind of happened until recently though; Ricky Martin used to be famously tight lipped about his sex life before he came out, even telling reporters things like "I will never tell the press details about my women". Well, in a manner of speaking, he still never does. Because there aren't any.
And no, I'm not tying to equate kiddie fiddlers with gays. My point is just that when somebody in the limelight is that secretive about their sex life, usually their sexuality is one that society at large doesn't approve of. Or that they themselves might see as a possible hindrance to their success.
I don't think Ken Dodd was a paedo, or that at some point it might even come to light that he was on a similar level as Jimmy Savile. But it's not unlikely that he was closet gay and, being from a different generation, was afraid to come clean about it.
