I hate to be boring, but to make a delicious meal out of what I listed, I would be most likely to simply roast the rib of beef and the potatoes and serve with rocket.
Thinking a little more adventurously, and assuming we're allowed to use a few storecupboard basics which may not have been listed.
Seared scallops with salted caramel, apple matchsticks and a mild paprika veloute, all served on a potato and courgette rosti and a bed of rocket, lightly dressed with extra virgin olive oil and a dash of sweet chilli sauce.
That man has such a punchable face, and his voice sits at a natural volume which makes one want to throttle him whenever he's speaking. I can't see how on earth he found himself in a job on television.

As for my dish.
Maybe a cheese, diced bacon and brocolli shepperds-esque pie for a starter. Lightly seared blue steak seasoned with black peppered and sesame seeds, served with a rocket salad and naan bread.
Jam doughnuts for desert :3 and a nice bottle of Cains to wash it down.
