So are we moving to a post-IRA splinter group situation (best analogy I can think of) with Isis in the middle east? They've been functionally decimated, but 30 or so Isis remnants were responsible for the Egypt terror attack which means they are still organised albeit on a smaller scale.

I think it is quite a different scenario the IRA ended because it felt it had achieved its agenda, ISIS has just been supressed. They are quite possibly in the position where they are strongest now, fighting a guerrilla campaign. As long as the funds don't dry up they are really as much of a threat as they ever were.
