I'm making an mobile application for my dissertation. It basically revolves around the idea of 'Little Brother', or 'Sousveillance', which is the idea that using the various small forms of digital recording devices we carry with us (phones, cameras, etc.) we can monitor what monitors us, and thus empower the public to take an interest in their privacy.

My application will be based on the public CCTV that watches over us in the UK. Anyone got any idea how you'd be able to get that information? Where the cameras are, etc.? Freedom of information request, right?

You've got no chance with the largest (national) CCTV operators, but some councils do play ball. As you know having Googled this there are already citizen-led attempts to catalogue their location. I imagine you won't find substantial sources of official data.

You'll need to make an FOI request to the council and the police. They can refuse an FOI request on security grounds, so I wouldn't be surprised if you were rebuffed. The authorities get very tetchy if you scrutinise CCTV too closely; There's a strong possibility that you may be investigated by Special Branch on counterterrorism grounds.

Organisations or businesses that use CCTV (as they process personal information) have to register at the Information Commissioner’s Office - and as such is listed here http://ico.org.uk/what_we_cover/register_of_data_controllers.
Though that could mean Security company X has cameras at Y building but is registered at X's office. But I honesty do not know if that is the case.
Note: the search feature does not allow filtering for CCTV, though you can get a copy on DVD if you want. Which may allow you to.
