What is it about driving a car that turns so many people into uncaring, belligerent, shysters?

Yes, until you get caught. Best case you get a £100 fixed penalty notice, worst case you get prosecuted for perverting the course of justice.

You'll change your tune on this the first time you get an illegitimate fine from a parkingeye ANPR camera and you find out they've made the appeal process all but impossible because the Tories passed legislation that enables them to be essentially a protection racket.

Depends on the circumstances. If police stop you and leaves happen to obstruct your number plate by accident, then normally they will tell you to fix it and be on your way. You will probably in all cases have to prove the absence of intent, which can be difficult.
