Is it ok to fill a ceramic gnome wtih cement to strengthen it? Could the cement expand and crack it?

It should be okay, cement tends to shrink a little rather than expand as it sets, and that will tend to strengthen the gnome further rather than crack it.

Why do you need to strengthen a gnome?

Why wouldn't you want to strengthen your gnome?

It only makes sense. The last thing you want is for it to break and you end up with bits stuck inside.
