That’s certainly what it looks like. You could also line the bowl with bog roll and see if it gets wet to make sure. If there is a leak, it’s pretty easy to fix. There will be a flathead screw on a pipe on the back, and turning that 90 degrees will turn the water off for just that bog and you can then replace whatever needs replacing.
