You make it sound like the Bugs had no reason to attack Earth when Mormon extremists had recently invaded their territory in direct breach of the Federation quarantine. The bugs may operate under some twisted alien psychology but it's obvious that it was undisciplined civilians who triggered a bug attack.

This is like if some ragtag group of 20th century terrorists bombed a building, and in response we launched an all out invasion of their home country, deposing their leaders and occupying their lands for over a decade.
