It seems from the last line that Russia is cooperating and I see no reason why Russia would ever want to get into a nuclear arms race again unless its gambling on the West not being interested in the expense (which Russia just flat out can't afford anyway).

If something underhanded is going on here all the same then its obviously coming from a position where it feels its conventional forces don't stand a chance and is merely attempting to maintain the status quo by expanding its MAD capability until the US pivots further towards China at which point you might have a new day on your hands.
