I want to do it safely. Whilst there is a healthy scene in my city, I don't want to venture out to bars and clubs as I'd have to go on my own.

If you're looking for "boyfriend material", you might have better luck on OKCupid. Outeverywhere has lots of listings for gay social events outside of the mainstream bar and club scene. If you're a sporty type, you might like Outdoorlads - they organise walking and climbing groups all over the country.
On a somewhat related note, how would a prospective bumdriller go about finding effeminate twinks, especially those who like to wear make-up and dress up like girls? I must stress that the wearing of women's clothing isn't necessary as long as they're twinky enough.
